The remaining citations can't be automated — Guttmacher's file isn't machine-readable and every claim has to be checked against primary code. This queues what's left, opens the right sources, and turns what you find into paste-ready code. It will not export a citation without a source URL.
The rule that makes this trustworthy: only fill a row from a page you actually opened. If a source doesn't state the section plainly, leave it — a blank stays honest, a guess doesn't. Anything you skip stays pending, which is a true statement about the record.
